It’s true. Pennsylvania has a registry of dangerous dogs.
According to PA’s Agriculture Secretary Russell Redding:
Most Pennsylvanians don’t even realize there is a registry of dangerous dogs in the state. They don’t worry about keeping alert for vicious dogs outside of their home or at the park because they don’t have to. The work of dog wardens to track and monitor the more than 500 dangerous dogs in the commonwealth is a service that goes unrecognized.

Lack of Funding For Investigation – Need for Dangerous Dog Registry
That said, there exists a financial problem. The registry is currently financed through dog licensing dollars, which also funds the investigation of dog bites. Unfortunately, revenue from dog licensing fees is down.
Avoiding Risks Via a Dangerous Dog Registry in PA
The Bureau of Dog Law Enforcement has warned that Pennsylvanians will be at significant risk of coming into contact with a dangerous dog or be victim in a dog-related incident without immediate legislative action to raise the dog license fee.
